Bob, I was just now able to open it .
That is a link that is a .pdf file which does require Adobe Reader, which should launch automatically.

Cheryl, my post is incorrect (my bad). I just discovered that when I click on the link, the PDF was downloaded to my desktop. Great work on your part.
