Another unmarked skillet...

Picked this up at a local thrift shop for $7.00, been in the bath for a few days and still not clean. There are 3 dots around the scripted 9, i'm sure i've seen this before but can't remember where. It's in nice shape. Any ideas?

couple more pics. There is nothing on the top of the handle for markings, just the 9 that I can see.
