To my untrained eye it looks like an unmarked Wagner Ware, I have had a few Wagner skillets with that style handle.

Wagner was the first thing I thought also.... :) 

Would be an older unmarked Wagner with the outside Heat Ring.  :)

Its to old to be an unmarked Wagner. In the older Wagner Catalogs they say,  all pieces they make are marked Wagner, so you know they are Wagner. I'd say this is an unknown. (That tib bit is from John Wright's excellent Wagner  presentation at the Chattanooga Conventipn.)

Thanks a lot to those that gave some input.  I may be posting a few more pans.  I have one or two more without markings that are very similar.
