Is this an unmarked Wagner or Wagner Ware

I picked up this nice little number 4 skillet with heat ring and it is unmarked and I have been trying to identify it, To me the underside of the handle makes me think it is a Wagner, The flat spot where the handle meets the body and the incised number 1 or dash mark in the scooped area where it leads to the body of the skillet, I have a marked number 3 Wagner Ware that has an almost identical handle and has the incised number 1 or dash mark.

This is the bottom the the unmarked number 4, It has an outside heat ring and it looks like whatever mold it was cast from had the markings buttered over
